The Ministry of higher Education, Science and Technology (MoHEST) was established on 21st June 2010 by presidential Decree Number 62/2010 in accordance with the provision of Articles 55, 56, and 103 [1] of the
Interim Constitution of Southern Sudan [ICSSI], 2005, read in conjunction with Schedule [B] of the Interim Constitution of the republic of the Sudan, 2005.
Higher Education in South Sudan refers to the education offered at post-secondary level, they arc institutions where students arc expected not only to acquire knowledge but also contribute effectively in producing it as well as developing their critical faculties. Currently, higher Education and General Education Are Sectors of Ministry of Education, Science and Technology of the Republic of South Sudan,
Higher Education is Organically linked with modernization of a State, Historically, socio- economic development and modernization of nation arc tied with development in Higher Education by virtue of its' scientific, academic and technical functions. It is in this context that Higher Education became the main bridge between Education and the society. It also has direct influence on industry, agriculture, engineering, law, medicine, administration etc.
The long-term vision of the government of the Republic of South Sudan, as stated in South Sudan Vision 2040, is "To build an educated and informed nation by 2040." Therefore, our mission is to introduce a series of reforms to improve quality and access to Higher Education.
When we were appointed in August 2013 as the new team of the Leadership of the Ministry,
I together with the Deputy Minister, Comrade Bol Makeng Yuol began the process of reviewing all the relevant policies and the reforms relating to Higher Education.
As a result of this review, which was also informed by inputs from my predecessor we were able to work out in close cooperation with the public universities administrations to identify the core challenges in Higher Education sector. This document is therefore a culmination of a long process that took us in consultation with National Council for higher Education a year and half, in which we were convinced that we have to review the current existing structures of the ministry, as well as to provide specific functions and duties to the office bearers.
The same process is being undertaken by all the public universities and colleges. The main objective is implement the New Transformation Agenda 2015 - 2025 that emanated from the National vision 2040. T fulfill the above mentioned goals and objectives and to implement the Vision of the Ministry of Education Science and Technology (Higher Education Sector), it is important to have a strong management system This document therefore serves as central nerve to structures, functions and duties that will efficiently mana
the Higher Education Sector system as it continues to formulate policies and a strategic plan that best suit t needs of Higher Learning Institutions and its students.
