The Ministry
The Ministry of higher Education, Science and Technology (MoHEST) was established on 21st June 2010 by presidential Decree Number 62/2010 in accordance with the provision of Articles 55, 56, and 103 [1] of the Interim Constitution of Southern Sudan [ICSSI], 2005, read in conjunction with Schedule [B] of the Interim Constitution of the republic of the Sudan, 2005.
Higher Education in South Sudan refers to the education offered at post-secondary level, they arc institutions where students arc expected not only to acquire knowledge but also contribute effectively in producing it as well as developing their critical faculties. Currently, higher Education and General Education Are Sectors of Ministry of Education, Science and Technology of the Republic of South Sudan,
- Higher Education is Organically linked with modernization of a State, Historically, socio- economic development and modernization of nation arc tied with development in Higher Education by virtue of its' scientific, academic and technical functions. It is in this context that Higher Education became the main bridge between Education and the society. It also has direct influence on industry, agriculture, engineering, law, medicine, administration etc.
- The long-term vision of the government of the Republic of South Sudan, as stated in South Sudan Vision 2040, is "To build an educated and informed nation by 2040." Therefore, our mission is to introduce a series of reforms to improve quality and access to Higher Education.
- This policy on the structure and duties of Staff in the Ministry of Education, Science and Technology Education Sector) is now ready to be implemented as per the Council of Ministers Resolution Nov 145/2015 consultation with the Ministry of Labor, Public Service and Human Resource Development. All the relevant sectors of Higher Education are therefore requested to implement this policy of structures and duties of Staff of the Ministry and National Council for Higher Education.

Directorates
There are six (9) directorates plus National Council for Higher Education in the Ministry of Education, Science and Technology, Higher Education Sector. These include
Administration and Finance
The Directorate of Administration and Finance a support unit of the Ministry. It ensures efficiency and effectiveness in financial and human resource management, procurement and logistics and general administration in the Ministry. The Directorate consists of four (4) departments,

Planning, Budgeting & Grants
The directorate is charged with the responsibility of coordination and promotion of efficient and effective implementation of policy, budget(s) of the ministry of education (Higher Education Sector). It consists of the following department:

Training and External Relations
The Directorate core mandate is to promote human resource capacity for socio-economic development of South Sudan. The Directorate consist of three following departments:

Admission, Evaluation & Authentication
The directorate mandate is to promote equity and access to Higher Education in the Republic of South Sudan. The Directorate has three departments as follows:

Science, Technology & Innovation
The directorate leads and coordinates all activates within the directorate and public STI’s Institutions. It steers the nation towards the development of knowledge-based and innovation-led society with high productivity level. Also coordinates and implements the national research and development [R&D] strategy and STI policy including the Intellectual Property regime in line with the national development plan and South Sudan Vision 2040 (to build an educated and informed nation by 2040).

Accreditation of Private and Foreign Higher Institutions
Directorate of Accreditation of Private and Foreign Higher Institutions: The directorate is mandated to promote quality assurance of investing private sector in higher education. The Directorate consist of the

National Council for Higher Education
The National Council for Higher Education is a police making body that reports to the President OF the Republic on matters related to Higher Education General policies.
Executive Director
The Executive Director is responsible for providing implementable strategies and senior-level secretarial, clerical and administrative support to ensure serveries to NCHE are provided in an effective and efficient manner.
